Mr. Çınar was born on 15 February 1979 in Eynesil, Giresun. He completed his primary, secondary, and high school education in Eynesil, graduating from Eynesil İmam Hatip High School in 1996. He began his undergraduate studies at the Faculty of Law, İstanbul University, that same year and graduated in 2000. After completing his internship as a lawyer in 2001, he was registered with the İstanbul Bar. He earned his master’s degree in law from Marmara University’s Institute of Social Sciences, Department of Private Law in 2002, with a thesis titled Rights and Protection of the Author under Intellectual Law and his PhD in 2009 from the same university with a dissertation titled Unfair Terms and Conditions in Consumer Law. He conducted academic research in Germany from 2004 to 2005 as part of his PhD studies. His work titled Termination of the Liability of Surety under the Turkish Code of Obligations was published in 2013. In 2014, he was awarded the title of associate professor in civil law.

After working as a self-employed lawyer until 2008, Mr. Çınar served as a research assistant and assistant professor at the Faculty of Law, İstanbul Ticaret University, from 2008 to 2011. He was as an academic member at İstanbul Şehir University’s Faculty of Law, Department of Civil Law from 2011 to 2017, and at İbn Haldun University’s Faculty of Law, Department of Civil Law from 2017 to 2024. Since 2021, he has served as the Dean of the Faculty of Law at İbn Haldun University. He has also been active in various non-governmental organisations as a member.

On 20 April 2024, Mr. Çınar was appointed as a Justice of the Constitutional Court by the President from amongst three candidates nominated by the Council of Higher Education and took office on 22 April 2024.

Mr. Ömer Çınar, who is proficient in English and German, is married with three children.
