Mr. Gökcan was born in 1965 in İskilip. He graduated from Ankara University Faculty of Law in 1987. He received his master’s degree in Public Law at Gazi University Graduate School of Social Sciences in 1991, with a thesis titled Limitation of State Powers and the 1982 Constitution.
He began his internship as a candidate judge in Ankara in 1987, then he was appointed as a judge in Fındıklı in May 1989. He subsequently held positions as a judge in Tuzluca and Bozüyük, and as a rapporteur-judge at the Court of Cassation. He was elected as a member of the Court of Cassation on 24 February 2011.
Among three candidates nominated by the General Assembly of the Court of Cassation, he was appointed by the President as a Justice of the Constitutional Court on 17 March 2014 and took office on 24 March 2014.
He has contributed a number of articles to various law journals and has authored books on professional topics. His publications include, among others, the Annotated-Practical Turkish Criminal Code (six volumes), Reconciliation and Advance Payment, Public Official and Special Investigation Procedures, Crimes of Reckless Killing and Injury, Annotated Attorneyship Law, Legal and Criminal Responsibility Arising from Medical Intervention, Tort Liability and Compensation Law, Legal Liability Under the Highway Traffic Law, Compensation, Insurance and Revocation Cases, Misuse of Office, Embezzlement, Bank Embezzlement, Corruption, Bribery, and Crimes Against Public Administration.
He was elected twice as the Vice-President of the Constitutional Court by the Plenary of the Constitutional Court on 26 March 2019 and 6 April 2023, and has been serving as the Vice-President and the Presiding Judge of the First Section since 15 April 2019.
He is married with two children.
