In its capacity of the Centre for Training and Human Resources Development under the Permanent Secretariat of the AACC, the Turkish Constitutional Court organized the 5th Summer School on the theme of “Migration and Refugee Law” in Ankara between 17-24 September, 2017.
In the 2nd Congress of the AACC held in Istanbul in April 2014, a unanimous decision was taken that the Summer School on the constitutional justice be organized every year by the Turkish Constitutional Court in Turkey. In the 3rd Congress of the AACC held in Bali, Indonesia in 2016, it was decided that a Permanent Secretariat of the AACC be established and that a Centre for Training and Human Resources Development, one of the three primary sections of the Secretariat, be established in Turkey. The 5th Summer School was held within the scope of the activities of this Centre.
Among those who have participated in the 5th Summer School are rapporteur judges, assistant judges, researchers, legal experts and advisors from the constitutional courts or equivalent institutions of Azerbaijan, Afghanistan, Bulgaria, Indonesia, Georgia, Montenegro, Kazakhstan, Kyrgyzstan, Korea, Kosovo, Malaysia, Mongolia, Uzbekistan, Russia, Tajikistan, Thailand and Turkey.
The 5th Summer School Program started with the inaugural speech delivered by the President of the Turkish Constitutional Court, Mr. Zühtü ARSLAN, at the Grand Hall of the Court. The inaugural speech was followed by a welcome reception, a tour of Court building, and lunch at the Court restaurant. The participants then proceeded to the venue of the Summer School for academic sessions. In the evening, a gala dinner was hosted by the Constitutional Court in the honour of the participants.
The working languages of the Summer School were English and Russian. The participants of the Summer School have presented the legal framework and case-law of their jurisdictions in the field of “Migration and Refugee Law.” Academicians and practitioners from national and international institutions delivered lectures in the different aspects of the topic throughout the Summer School. The participants have thereby shared and discussed views, information and practices on the topic with a particular focus on their respective countries, in connection with international principles and practices.
In addition to academic interaction, the participants had the opportunity to socialize and develop friendship through the activities such as bowling tournament.
The 5th Summer School Program ended with the General Assessment Session and Certificate Ceremony at noon on Wednesday, 20 September 2017. Thereafter, the participants have been taken to a half day Ankara tour.
The Summer School continued with a social program in Istanbul between 21-24 September, 2017, during which the participants enjoyed historical and natural beauties of the city.
