The Presidents and/or Judges of the Balkan Constitutional Courts of the Republic of Albania, Bosnia and Herzegovina, Kosovo, the Republic of Macedonia, Montenegro and the Republic of Turkey convened on 27 April 2017 at Dolmabahçe Palace in İstanbul for the progress of democracy and the promotion of human rights in the Balkan region and to promote cooperation among Constitutional Courts.

The representatives of the aforementioned courts agreed on forming a Forum to develop the cooperation, further expressed their goodwill and willingness to establishing the Association of Balkan Constitutional Courts in the future, with the İstanbul Declaration.
