Within the framework of activities in celebration of the 57^th Anniversary of the Constitutional Court of the Republic of Turkey, a symposium was held under the theme of “Constitutional Review and Legal Regime of Presidential Decrees” on 25 – 26 April 2019 at the Hall of Supreme Tribunal.

The First Session of the Symposium was held under the chairmanship of Prof. Dr. Ergun Özbudun, Academic Staff Member at the Faculty of Law, Istanbul Şehir University.  In this session, Prof. Dr. Yavuz Atar, Chief Advisor to the President of Turkey and Academic Staff Member at the Faculty of Law, Ibn Haldun University, delivered a presentation on the topic of “Relation between the Parliamentary Laws and Presidential Decrees and Judicial Review of Presidential Decrees”, and Assoc. Prof. Dr. Özen Ülgen Adadağ, Academic Staff Member at the Faculty of Law, Galatasaray University, presented on the topic of “Challenges in Judicial Review of the Relation between the Law and Presidential Decrees”.

The Second Session was held under the chairmanship of Prof. Dr. Mehmet Turhan, Academic Staff Member at the Faculty of Law, Çankaya University. In this session, Prof. Dr. Turan Yıldırım, Academic Staff Member at the Faculty of Law, Marmara University, provided the audience with information on “Constitutional Limitation of Presidential Decrees in the context of the Principle of Legality of the Administration”. Prof. Dr. Melikşah Yasin, Academic Staff Member at the Faculty of Law, Istanbul University, elaborated on the topic of “Effects of Presidential Decrees on the Turkish Administrative Organisation Law”.

The third session was held under the chairmanship of Prof. Dr. Erdal Onar, Academic Staff Member at the Faculty of Law, İhsan Doğramacı Bilkent University. In this final session, Prof. Dr. Abdurrahman Eren, Rector of Haliç University, delivered a presentation on “Assessment of Presidential Decrees in accordance with the case-law of the Constitutional Court regarding Decree-Laws”. Assoc. Prof. Dr. Abdullah Sezer made a presentation on “Hierarchy of Norms and Place of Presidential Decrees in the Hierarchy of Norms”.

The symposium came to an end with the closing remarks delivered by Prof. Dr. Engin Yıldırım, Deputy-President of the Constitutional Court.
